  1. The Federal Government of Somalia has received financing from the World Bank toward the cost of the Somalia COVID-19 Emergency Vaccination Project, and intends to apply part of the proceeds toward payments under the contract[1] for Small Construction work for the Ministry of Health of Federal Government of Somalia. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.”]
  2. The Somalia COVID-19 Emergency Vaccination Project in the Ministry of Health now invites sealed Bids from eligible Bidders for “Small Construction work for the Ministry of Health in 8 months contract”. Main Qualification requirements are:

Qualification Requirements

Joint Ventures The information needed for Bids submitted by joint ventures is as follows: ___

–       All members must jointly meet the minimum (annual volume) requirement of US$ 1 million

–       At least one member must meet 80% of the requirement (Annual volume) given

Annual Volume Minimum average annual construction turnover of US$ 1,000,000 calculated as total certified payments received for contracts in completed within the last three years, divided by three (3) years
Experience (i) A minimum number of three similar contracts specified below that have been satisfactorily and substantially[1] completed as a prime contractor, joint venture member, management contractor or sub-contractor between 1st January 2021 and bid submission deadline:

[2] Substantial completion shall be based on 80% or more works completed under the contract.

Experience 1.     The similarity of the contracts shall be based on the following: construction of offices, with at least USD $700,000 Each Contract
Essential Equipment The essential equipment to be made available for the Contract by the successful Bidder shall be:

Excavator, Truck, Mixer Machine, Vibrator Machine, Welding Machine, Grinding Machine, Concrete Pump, Crane, Gas Gutter Safety Equipment (Personal), First Aid Box, and Other construction tools

Key Personnel The following are the key personnel required from the bidders:

1.     Project Manager (Team Leader)

2.     Supervising Engineer

3.     Electrical Engineer/Electrician

4.     Mechanical Engineer/plumber

5.     Skilled / Specialist Foreman (5 various professions)

6.     Environmental and Social Risk Manager

7.     Structural Engineer

 

  1. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in November 2017, August 2018 and November 2020 (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations.

  1. Password protected Bids shall be submitted electronically before 27th January 2024 at 11:00 AM East Africa Time. Late Bids will be rejected.

  2. All Bids must be accompanied by a BID-SECURING DECLARATION using the form included in Section IV, Bidding Forms.
  3. All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.
  4. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
